Aboriginal and Torres Strait Islander statistical framework and information model (#215)

Through the development of an Aboriginal and Torres Strait Islander Statistical Framework and Information Model (SFIM), the Australian Bureau of Statistics (ABS) aims to support the growing demand for statistics for, rather than just about, Aboriginal and Torres Strait Islander people. The objective of this work is to better facilitate access to data for informing decision making, debate, community driven development, research, and monitoring and evaluation of policy and programmes. The framework will be built from the ground up, combining the perspectives of Aboriginal and Torres Strait Islander people, service providers and organisations with those of all tiers of government. This approach addresses the requirement to provide key reporting to government whilst also reflecting the perspectives, values and aspirations of Aboriginal and Torres Strait Islander people. While a number of statistical frameworks already exist about the Aboriginal and Torres Strait Islander population, few fully attempt to define statistical priorities from an Aboriginal and Torres Strait Islander perspective. The point of difference for the Aboriginal and Torres Strait Islander Statistical Framework, will be its holistic approach to identifying and exploring data needs driven by Aboriginal and Torres Strait Islander people as data users and in some instances, data owners. The Statistical Framework will provide the conceptual detail around the statistical themes and will underpin the Information Model. The Information Model will serve as a directory of data needs and sources and a point of reference for the ABS, broader government, community stakeholders and other information providers to identify and work towards addressing data gaps. One of the aims of this work is to improve the capacity for strength-based reporting and provide community stakeholders with a statistical framework that translates their own priorities into data requirements. This will allow users to map priorities to data sources using the Information Model. This conference presents an opportunity for the ABS to partner with organisations and members of the Aboriginal and Torres Strait Islander community to discuss and reflect on the SFIM and inform its development.
